1、 相機調控 well-timedregulation 為應對持續加大的經濟下行壓力，我們在區間調控基礎上，實施定向調控和相機調控。 In responding to the mounting downward pressure on theeconomy, we exercised targeted and well-timed regulation on the basis ofrange-based regulation. 2、 互聯網+政務服務 InternetPlus government services 大力推進“互聯網+政務服務”，實現部門間數據共享，讓居民和企業少跑腿、好辦事、不添堵。 We will carry out the “Internet Plus government services”model and promote better information sharing between government departments, sothat the public and businesses need to make fewer visits to governmentdepartments to get things done, find procedures simpler, and find the servicesatisfactory. 3、 眾創、眾包、眾扶、眾籌平臺 crowd innovation, crowdsourcing, crowd support, and crowdfunding 打造眾創、眾包、眾扶、眾籌平臺，構建大中小企業、高校、科研機構、創客多方協同的新型創業創新機制。 Platforms will be created for crowd innovation, crowdsupport, crowdsourcing, and crowdfunding, and mechanisms will be built toencourage new types of business startups and innovation-making throughcooperation between enterprises, institutions of higher learning, researchinstitutes, and makers. 4、 分享經濟 sharing economy 要推動新技術、新產業、新業態加快成長，以體制機制創新促進分享經濟發展，建設共享平臺，做大高技術產業、現代服務業等新興產業集群，打造動力強勁的新引擎。 We need to move faster to develop new technologies,industries, and forms of business, boost the development of a sharing economythrough institutional innovations, create sharing platforms, and developemerging industry clusters such as high-tech and modern service industryclusters, thus creating strong new engines. 5、 工匠精神 craftsmanshipspirit 加快質量安全標準與國際標準接軌，建立商品質量懲罰性賠償制度。鼓勵企業開展個性化定制、柔性化生產，培育精益求精的工匠精神，增品種、提品質、創品牌。 We will move faster to bring domestic quality and safetystandards in line with international standards, and establish a system formaking producers pay punitive compensation for failing to meet product qualitystandards. We will also encourage enterprises to use flexible andcustom-tailored production processes and foster a craftsmanship spirit ofstriving for the best, so that more types of products, products of a higherquality, and brand products will be made. 6、 光網城市 fiber-opticnetworks cities 建設一批光網城市，推進5萬個行政村通光纖，讓更多城鄉居民享受數字化生活。 Fiber-optic networks will be developed in a number of citiesand 50000 administrative villages will be linked up to fiber-optic networks,thus enabling more urban and rural residents to enjoy a more digital way oflife. 7、 “人地錢”掛鉤 makingboth the transfer payments and the land designated for urban developmentgranted to the government of a local jurisdiction conditional upon the numberof people with rural household registration who are granted permanent urbanresidency in that jurisdiction 深化戶籍制度改革，放寬城鎮落戶條件，建立健全“人地錢”掛鉤政策。 We will deepen reform of the household registration systemand relax restrictions on eligibility for urban residency. We will introducepolicies for making both the transfer payments and the land designated forurban development granted to the government of a local jurisdiction conditionalupon the number of people with rural household registration who are grantedpermanent urban residency in that jurisdiction. 8、 大眾旅游時代 era ofmass tourism 落實帶薪休假制度，加強旅游交通、景區景點、自駕車營地等設施建設，規范旅游市場秩序，迎接正在興起的大眾旅游時代。 We will ensure people are able to take their paid vacations,strengthen the development of tourist and transport facilities, scenic spotsand tourism sites, and recreational vehicle parks, and see that the touristmarket operates in line with regulations. With these efforts, we will usher ina new era of mass tourism. 9、 海外倉 overseaswarehouses 擴大跨境電子商務，支持出口企業，建設一批出口產品“海外倉”，促進外貿綜合服務企業發展。 We will expand trials in cross-border e-commerce, supportenterprises in developing overseas warehouses for export products, and promotethe development of enterprises that provide comprehensive foreign tradeservices. 10、 容錯糾錯機制 mechanismsto allow for and address mistakes 健全激勵機制和容錯糾錯機制，給改革創新者撐腰鼓勁，讓廣大干部愿干事、敢干事、能干成事。 We will improve incentive mechanisms and mechanisms to allowfor and address mistakes, supporting and motivating those who are committed tocarrying out reforms and making innovations. This will help ensure that ourofficials want to act, are not afraid to act, and are able to act and deliver. 11、 藍色海洋空間 spacefor the blue economy We will work out a national maritime strategy, protectmarine ecosystems and habitats, and open up more space for the blue economy soas to strengthen China’s maritime development.
