我自己理解是：一些權(quán)力確實是聯(lián)邦ZF獨有的，比如控制公民身份和自己領(lǐng)土的邊疆。但是如果國會想阻止ZF利用他們自己的權(quán)力去制止移民身份的話，他們是可以的。但是國會并沒有這樣做。。。

ZF在本質(zhì)上而言,它不想執(zhí)行國會的移民意愿,也沒有哪個國家允許這么做這樣翻譯那句The administration was in essence asserting that because it didn’t want to carry out Congress’s immigration wishes, no state should be allowed to do so either. 你覺得怎么樣？

that because it didn’t want to carry out Congress’s immigration wishes, no state should be allowed to do so either是that引導(dǎo)賓語從句。在該賓語從句中，no state should be allowed to do so either是主句，because it didn’t want to carry out Congress’s immigration wishes是原因狀語從句
